Congratulations, every one, on a hard fought victory. A unanimous decision by the City Council finding that the building permit was invalid as the nonconforming use had been discontinued and intentionally abandoned and that the use was expanded and intensified, therefore the non-conforming use is considered illegal. Now the city will issue a violation notice to 7-11 and presumably PDP, to which they will be required to respond.
